User Settings (/settings)

Pulls up a menu of all user settings. This provides:

1. command to individually update each setting

2. current setting values

3. descriptions of each setting

Each group of settings is bracket by category and aligns with the menu below

Settings can only be fetched in a DM with the bot

At the bottom of the command, a menu of each category allows for selecting into a subset of all settings.
