Chat Settings

Pulls up a menu of all user settings. This provides:

1. GC owner if one is registered

2. command to individually update each setting

3. current setting values

4. descriptions of each setting

5. A menu at the bottom with each category of settings

Each group of setting sis bracket by category and aligns with the menu below

Settings can only be fetched in a DM with the bot
